Judge Burr was appointed as an immigration judge in New York in 1994. In 2006, Judge Burr was appointed Assistant Chief Immigration Judge with jurisdiction over the New York, Fishkill, Ulster, and Varick Street immigration courts. Judge Burr returned to the bench full time in 2011, and has since retired. She is also an active member of the Katzmann Study Group. Judge Burr received a B.A. from George Washington University and a J.D. from Benjamin Cardozo Law School.

Prior to her judgeship, Judge Burr worked as a staff attorney in the Criminal Defense Division of the Legal Aid Society and a supervising attorney in their immigration unit. Judge Burr also served as a law clerk for U.S. Magistrate Judge John Caden, U.S. District Court, Eastern District of New York.
